Robert from Signal 88 reports that 17 alley lights have been replaced and 4 remain to be replaced. Any street light outages have been reported to Arizona Public Service (APS).

They are waiting for the finalization of the master plan for community park improvement from the city. Encanto Park is second in line for initial funding behind Margaret T. Hance Park in central Phoenix.

Local resident and landscape architect Steve Vollmer will be presenting his initial design for the Encanto Park Garden this month.

Welcome Committee - Katie Coates

She needs to meet with the former Welcome Committee coordinator, Sue Johnson, for a briefing on the specifics of the Welcome Committee coordinator.

2011 Home Tour Committee – Ron Pick

The January Home Tour meeting went well, 11 homes are lined up for the Home Tour, with 4 more pending. They are aiming for 12 house on the tour. The date of the home tour is set for March 27, 2011. If anyone in interested in volunteering for the Home Tour, please send and e-mail to hometour@encantopalmcroft.org.

Blockwatch Grant Update – Michael March

The city did not post the proper form for the submission of the 2011 Block Watch Grant funding. As soon as the proper form is available the EPHPA will submit a grand request for 2011 funding. The 2011 grant will only be to cover the power for the existing block watch lights that have been installed. The grant request is due by February 3, 2011 and the grant will be completed by that time.

Newsletter Editor Vacancy – Bruce Johnson

The newsletter editor position has been filled. Bruce Johnson will assume responsibility for the production of the EPHPA Newsletter.

City of Phoenix Dog Park Committee – Martin Vogel

At the last city meeting there were not enough members for a quorum. Encanto Park is not currently being considered as the primary location for a new downtown dog park. However, this may be re-addressed at future meetings.

The Encanto Citizens Organization should be queried regarding the organizations stance the on the dog park issue. Many residents see Encanto-Citizens and the EPHPA as one in the same organization and we should make sure that we are not working at cross purposes

EPHPA Stance On Variance / Zoning Issues

Some residents are concerned about the ongoing variance hearings on a resident’s carport in neighborhood which is holding up the pending sale of the property. Michael March indicated that the EPHPA supports the discussion but cannot take a stand on the issue.

The issue is raised regarding whether or not the EPHPA should take a stronger stance on the issue of neighbors or other neighborhood groups that exert an undo influence in blocking modifications to houses and neighborhood development in general?

The issue is raised regarding whether the EPHPA should be more proactive and take stronger stances concerning violations of neighborhood zoning laws that we know are occurring?

Michael March reiterates that in the past, the EPHPA has not taken stands on individual issues in the neighborhood and tried instead to focus on overall neighborhood issues that affect everyone.

The Board Roster needs to be updated on the website with the individual terms for each member and their appointment dates. Bill Morlan will attempt to go back and update this information for the website.

Mission Statement – Mike March

The mission of the Encanto-Palmcroft Historic Preservation Association is to promote the preservation of the historic Encanto-Palmcroft neighborhood and enhance the quality of life within and around the neighborhood.

There are three points that Jay Murphy pointed regarding the Board Member elections held in November 2010. The Board did not follow the bi-law per Jay’s e-mail. Members of the neighborhood are eligible to vote on the budget and are allowed to present motions to the Board. This was not followed to the letter at the November meeting.

Update from Phoenix Police Department Community Action Officer

Things look good in the neighborhood. She has received good neighborhood response regarding activity in the area. There was one burglary reported at 13th Ave and Holly. On December 20, 2010, Salt River Project (SRP) reported that there was a neighbor whose gas line had been compromised and was leaking. When an officer made contact with the homeowner, one of the officers observed an artillery round at the location. The round was taken, but proved to be display only and non-functional.

Encanto Palmcroft Security Corporation (EPSC) Update

Scott is here representing Signal 88, who EPSC has hired to patrol the neighborhood. There were two instances where home alarms went off which turned out to be false alarms. There have been no reports of littering or dumpster divers. Overall, activity in the neighborhood has been pretty quiet. There is a newspaper driver in a white Nissan pickup that drives through the neighborhood in an erratic behavior. The alley lights that have been ordered are difficult to be replaced. Bill Morlan may be the person who should know how to replace these bulbs.

There has been a theft of the copper piping from the triangles for the second time in two years. If any neighbors see suspicious behavior report it to crime stop and also report any license plate numbers of suspicious vehicles in the area. License plates can be reported to the police and they will run the plates, but they cannot report back to the callers regarding the specifics of the plate. However this information in placed in their database for future reference

Neighborhood Roster – Jay Murphy

Pending requests for new resident information will be sent out in the next few weeks.

Updates about various residents that are ‘dead’ (no longer living in the neighborhood), should be handled by realtors of the board. The Block Captain coordinator may not be able to verify the change in residence in the neighborhood.

Outreach – Kelly Larabee-Morlan

There was a very successful diamond jubilee event and kudos to Ron Pick for coordinating the party. In other news, the Arizona Tree Counsel will adopt the section of Encanto Park between the Valley Garden Center and the corner of McDowell and 15th Ave. They will be changing the area into an arboretum and tree preservation sanctuary. Due to this adoption by the Counsel, that lane can no longer be sold or developed.

The Garden of Dreams is no longer slated for the track of land next to the Valley Garden Center and that parcel has now been adopted through the Adopt-A-Park program by a group of neighbors who are committed to upgrading and pruning the trees.

The Diamond Jubilee fund raiser did not make a profit for the Friends of Encanto Park (FOEP). Approximately $3000 was raised with expenses of over $4,000.

No new reports. The issues regarding the proposed transition to curb-side trash pickup are pending. The street light restoration projected is supposed to be started in the 3rd week of January 2011.

This event is usually not done in years where the Encanto Home Tour has been scheduled.

Social Committee

To date, no social calendar has been created for 2011. The next event is January 8, 2011, which is the pole un-wrapping event. The social calendar needs will be created by e-mail and be voted on as an agenda item at the next meeting. We need a new chairperson to chair the committee.

E/P Triangle Committee – Steve Vollmer

The triangle plumbing has been refurbished and replaced since the recent vandalism. Grass still needs to be over seeded once the trees have shed all their leaves.

Annual School Picnic – Charlesa Feinstein

The Children’s First Academy School has been purchased by another party and half of the staff has been let go. Should we continue to sponsor a picnic for the Children’s First Academy or follow the staff from the original school and coordinate with them regarding another school picnic? Charlesa will follow up with the original school to see if they want to continue to work with the Board.

2011 Home Tour – Ron Pick

The Home Tour is scheduled for March 27, 2011. There will be a meeting on January 9, 2011 at 4pm (Sun) at Ron Pick’s house, if anyone is interested in helping out. There are still committee slots on the Home Tour Committee that need to be filled.

Charitable Contributions

There is $3,000 in the budget that is slated for charitable contributions for next year. Based on past experience, should the Board develop a list of charitable contributions before or after the home tour?

Shortfall of Funds for FOEP

Block Watch Grant

The Board has applied for a block watch grand three times pervious, this is the 3rd grant approved. Previous grants have been used to fund motion lights, alley lights and Block Watch signage. Money is available from the remaining grant funds to power the alley lights for nine months to a year. For the next year, it is recommended that we apply for another grant just to pay for the power for the lights. We needed to find someone to spearhead the Block Watch Grant effort if we choose to apply for it. Mike Resse is willing to forward this effort.

City of Phoenix Dog Park Proposal

The city appointed a Dog Park Committee. Martin is on the Dog Park Committee, and there are eight proposed sites that are being reviewed. The current trend is to modify an existing city park to convert it into a dog park. The majority of the committee members appear to be favoring a location in Encanto Park.

Outreach Committee / Friends of Encanto Park/75th Anniversary Reports – Kelly Larabee Morlan / Ron Pick

Posters and flyers for the Encanto Park Diamond Jubilee are being distributed. Two thousand door flyers have been distributed to all residents, which is a requirement due to the fireworks display on the evening of the Jubilee. Invitations are also being sent out to the EPHPA Cocktail party fundraiser.

Friends of Encanto Park (FOEP) is requesting an additional minimum $2,000 from the Board for goods and services to assure that the fundraiser is conducted properly for the 75th Jubilee. All of the FOEP funds have been used for the fundraising connected with the Entrada project. The quality of the fund raiser is important to assure that those attending will be impressed and future fund raisers will be assured of success.

Mike March, suggests that the Board donate a set amount with a guaranteed loan amount for anything needed above the minimum amount.

Sue Johnson motions that $2,000 be approved by the Board to FOEP and in addition an additional $3,000 loan will be available based on ticket sales for the event.

Architecture Committee Report – Eric Johnstone

There is a move on by the city to discuss ending alley trash containers and moving all trash pickup to the curbside pickup. There is a pending lawsuit on this issue, that will be heard in February of 2011. There will be nothing determined regarding changes in refuge pickup until after that date.

Jay Murphy – There is a discussion downtown about having a dog park placed at the site of the old Ramada Inn near Margaret T. Hance Park. He has already proposed such a facility by built in Encanto Park. There is an ad hoc committee being convened by the City of Phoenix to discuss possible locations for a downtown dog park and he encourages interested residents to participate in the discussion.

Newsletter Editor Report / Comments on the First Issue by Metrotech – Bruce / Martin

The initial newsletter produced by Metrotech was completed and distributed to residents. There were some minor teething problems regarding communication and distribution, but this was to be expected on the first go round. The Board will continue to work with Metro-Tech to ‘tweek’ the process.

Social Committee Report – Steve Vollmer

The Halloween Party and Parade was a success with well over 100 people in attendance.

The next event will be the Holiday Light Pole Wrapping Event, which needs volunteers. The event is for scheduled for December 4 at 10am, at 1806 Palmcroft Dr. NW. The EPHPA Holiday party is scheduled for Sunday December 12, 2010 at the Valley Garden Center.

E/P Triangle Committee Report – Bruce Johnson / Steve Vollmer

The Triangles flowers have had some minor damage due to hot weather that has been unseasonable and there has also been city water main construction on the site. Additional grass seed and flowers will be planted prior to the Diamond Jubilee.

(Addendum: It appears that the Triangles have once again been vandalized. Someone has removed the piping from each of the triangles that controlled the sprinklers and spigots for the flowerbeds. The city has been notified and will be repairing the damage.)

Encanto-Palmcroft Security Corporation Report– Ron Pick / Mike March

The activity reported by Signal 88 Security has been minimal with little crime reported in the neighborhood. They are in the process of creating a list of action items for homeowners so they can take steps to minimize crime in the neighborhood. Home “Tour Committee Report – Ron Pick / Bev Herrman

The focus is currently on the Diamond Jubilee cocktail party so little work has been done on the Home Tour over the past month. There is a roster of homes for the tour and volunteers that have stepped forward to assist in the tour. Additional volunteers are needed and persons interested should contact Ron Pick for more details.

Welcome Committee Report and Block Captain Report – Martin Vogel

Replacement for Block Captain Coordinator has been found. Cindy Herman will be taking over duties at the Block Captain Coordinator.

 

Elections Committee – Kelly Morlan

Submissions of applications were in the flyer that was distributed to all residents this past week.  They can be e-mailed in or submitted manually.  It is important to include the address of the candidate in the application.

 

Outreach Committee / Friends of Encanto Park – Kelly Morlan

The Entrada and the Red Bridge in Encanto are on track to be completed before the Diamond Jubilee.  A local resident has come forward to fund a fireworks contractor to provide a firework show for the evening of the Jubilee.  There will also be a butterfly garden at the Diamond Jubilee.  Ron Pick is coordinating the Friends of Encanto Park fund raising party at the Diamond Jubilee.  The cities web site has been updated as of 10/18/2010 with an outline of the event.  The park trees will be trimmed, and the entire park is in the process of being re-seeded.  New flowers have been planted and the waterways will be dredged before the event.

 

Architecture Committee Report – Eric Johnstone and Martin Vogel

The vacant lots at the corner of 15th Ave and McDoweel as well as the lot next to My Florist café are being used for equipment storage for the gas line project along Encanto Blvd.  There is no construction currently planned for those lots.  The My Florist Café has closed and is no longer in business.

 

The reverse lanes on 15th Ave and 7 Ave are once again being discussed by the city council.  There have been three city counsel meetings regarding these lanes.  The majority of people were in favor of the status quo, but the majority was slight.  There is a survey that is being circulated on-line for interested people to make their opinions heard.

 

There is a proposal being discussed to change the alley trash pickup to curbside pickup.  This may entail smaller trash container for residents that currently have alley trash pickup.

 

Newsletter Editor report – Martin Vogel – Bruce Johnson

Metro -Tech will be taking over the newsletter. It has been agreed by the Board to make a cost contribution of $500 a month for the first 3 month trial period.  Bruce and Diane will be contacting Metro-Tech to finalize what is necessary for the November issue to be published.  The 25th of the month is the submission deadline for content to Metro-Tech. Please forward any and all content to Martin Vogel for submission to the newsletter until a permanent newsletter liaison is appointed.

 

Social Committee Report / GAIN Event and Halloween Party – Steve Vollmer

The Halloween is the next major neighborhood event, which is a week from Sunday.  The parade will start at the Triangles and end at Encanto Park. 

 

The Christmas party is the last major event for the years.  The Encanto Clubhouse is available for the party at a cost of $1,100.  The rental for the Valley Garden Center would be approx. $400.  The party is set for 12/12/2010.  The Board is in agreement to have the party at the Valley Garden Center and Lisa Farrar will assist in the planning for the event.

 

E/P Triangle Report

Triangles are weeded and planted with new flowers.  Lisa Farrar will look into having her lawn service scalp the triangles so that they can be re-seeded. 

 

Security Report – Tony Anderson

He is the principle patrol officer for Signal 88 in the Encanto neighborhood.  He has opened up communication with the Phoenix Police Department at the GAIN event.  They have been advised by Phoenix Police to call 911 instead of dialing crime stop if they see non-residents loitering in the alleys.  They have updated to golf cart patrols.  They are currently conducting split shits, 3 hours in daylight and 3 hours at night with full shifts at night on the weekends.  They have encountered several transients riding bikes through the alleys and going through dumpsters.  Any activity in the alleys is considered ‘suspicious behavior’ and should be reported to 911 directly and not Crime Stop. 

 

Grant / GAIN Event – Mike March

GAIN: The event went very well and there was a good turnout. Food was donated for the event.  Last minute changes in precincts prevented us from having a large grill to make hot breakfast.  Many local politicians and police appeared at the event.

 

Home Tour Report – Ron Pick

Nothing to Report – There are currently 9 homes for the tour.

There are neighbors in her area who have dogs that start barking at 4:30am in the morning.  The barking is incessant and she has not slept well in months due to it.  She is curious to know what the protocol for this issue is in the neighborhood. The Board encourages the resident to speak with the neighbor.  If no satisfaction is received, then it is a police noise ordinance issue.

 

Children’s First Academy of Tempe Picnic, Proposed Date - Charlesa Feinstein

Charlesa inquires if the Board wishes to continue to support the Children’s First Academy Picnic as they have done in past years.  Last year the end of April was the approximate date for the picnic.  The Board agrees that the EPHPA support for the picnic should continue.  Charlesa will contact the school with potential dates for next year’s picnic.

Introduction: She is the new Community Action Officer working out of the Squaw Peak Precinct.  She was born and raised in Arizona and lives on 15th Ave and she often walks her dog in Encanto Park.  Been an officer for 8 years with Phoenix Police.  The boundaries for the Squaw Peak Precinct are I-17 to 32nd street and I-10 to Bethany Home Road. 

 

GAIN Event Update: Mike March:

The event will be hosted by Encanto/Palmcroft instead of Willo this year.  We are in the final stages of planning for the event.  The date and time for the event is October 16, 2010 (Saturday) from 6:30am to 9:00am.  The event will be advertised in the Willo Newsletter.

 

Encanto / Palmcroft Security Corporation (EPSC) Martin Vogel / Diane Kem – Dusk to dawn lighting, has been installed, with eight new lights.  Some planned locations were missed and some were placed in the wrong locations.  These concerns are being addressed with Arizona Public Service (APS).  Twenty five Block Watch signs have been placed on the streets and alley ways.  A total of $10,000 was spent from the grant.  Signal 88 has been retained as the new patrol service for the neighborhood.  They are patrolling on bicycles in the evening and at various times during the day.  Signal 88 employees wear distinctive blue shirts that state ‘security’ on them.  EPSC members get daily updates from Signal 88 showing where they have patrolled during the day along with any incident reports.  EPSC has received four additional payments from residents for EPSC funding which is better than in past years.

 

The current block captains for 7th Ave will no longer be able to continue and a new block captain will need to be found.

 

Newsletter Publication – Position Vacant

There was no newsletter published for September 2010.  Ron Pick raises the issue of whether or not a newsletter is necessary for the neighborhood and if so, what form it should take.  Additional discussions are held regarding the size and frequency of the newsletter and whether or not it should be published or only made available online.  The concept of an 8 page newsletter that is simpler and more direct, limited to one page of advertising and limited content is discussed

Friends of Encanto Park (FOEP) – Martin Vogel / Steve Volmer: 

Encanto Park 75th Anniversary / Diamond Jubilee

A tax free federal number has been assigned to FOEP.  The FOEP bylaws are still being developed.  The Entrada will be completed prior to the Diamond Jubilee.  The ‘Red Bridge’ will also be completed by the Diamond Jubilee.

 

The Garden of Dreams (between Corrando and Palm Lane next to the Valley Garden Center) is moving forward. 

 

Kelly is working diligently to move the various projects relating to Encanto Park forward.

 

There is a movement to have new fencing along Encanto Blvd and around the park completed by 2011.

 

There will be a fund raiser for the fencing project during the Diamond Jubliee.

 

Architecture Report – Eric Johnstone:

The street light restoration project will be started in October / November.  The Public Works department will be replacing the water mains in the neighborhood in the near future.  The 4 inch mains will be replaced by 6 to 8 inch mains.  This work should start in October / November.

 

Social Committee Report – Steve Vollmer:

The GAIN and Halloween party (Saturday before Halloween) are the next upcoming events.  Mike suggests a two sided flyer for the GAIN / Halloween party to be distributed to residents. Jay recommends that any committee report or announcement should be posted on the website instead of forwarding the content in an e-mail, a link to the website should enclosed within the e-mail to promote the websites use.

 

Triangle Committee: Bruce Johnson & Steve Volmer:

The triangles will be weeded and new flowers planted prior to the GAIN event on October 16th.

 

Home Tour Report: Ron Pick & Bev Haarmon:

There are nine homes confirmed for the tour and they are still looking for some additional houses. March 27, 2010 is the confirmed date for the next home tour.

There is another fund raiser scheduled 4/17/2010 (Saturday).  There is approval from the parks board for the Entrada and Fence construction.  They are hoping to move quickly on the project since the pending budget cuts may cause some of the talent in the city parks office to be laid off.

 

The community garden, Steve Vollmer was selected as the vendor and the grant has to be spent by July 1, 2010.  Labor for the project is planed to be done by predominately by volunteers.  Hopefully the the renderings for the design of the community garden will be available at the next Board meetings.

 

EPSC Report / Martin Vogel / Diana Kem

Payments have been trickling in on a regular basis.  Need 20 more to maintain 35 hours a week coverage.  If we can get 40 more contributions we can keep the coverage at 40 hours.  New vendor has entered the Phoenix area and Martin is attempting to contact this new company to see if there are any potential cost savings.

Not much going on and no construction activity in the area.   Potlential high end strip mall may be going in across the street from My Florist restaurant on McDowell.  Historic Grant matching funds may no longer be available in the future due to budget cuts.  Applications are being delayed.

E/P Position paper on crime - Ron Pick - Resident Comments Welcome

Position on Crime Draft Letter Discussion:

The letter does not define the problem or propose a solution.  Has it been established that we have a criminal trespass problem in the neighborhood.  For us to tell the police to tell them what they should be doing seems a bit insulting.  The draft letter does not sight specific issues or problems that have been documented and the letter makes the statement that VPS is ‘moving’ transients along.  This should not be the case, since it may be considered illegal.  The letter mixes issues of crime and trespassing with transients / homeless behavior which is an apples and oranges approaches.  Being homeless is not a crime.  the Board should be opposed to issuing a letter that states that we have a security corporation that moves transients along and nothing else.

 

Kelly - motion to not send the letter as drafted and that no such letter be sent and advise the security corp not send a letter as well.

Reduction in staffing in City Parks due to pending budget cuts.  Martin motions the Board to take a position for the preservation of the city parks.  (unofficial approval)

 

The volunteer coordinators with the City Parks are also set to be eliminated which would reduce the number of volunteers that help out in city parks.  (unofficial approval)

 

Support for proposed sales tax on food to help fund city services that are scheduled to to be cut which includes Encanto Park.

 

Preserve Encanto and Rose Mofford ($640,000) park infrastructure and Parks and Recreation Volunteer Coordinator programs.

There are two dogs that got out and attacked a neighbor who was walking our dog.  These dogs have also been known to attack and kill cats.  The owners of these dogs have shown an indifference to their pets getting out and attacking other pets and people.  She is requesting action by the Board to determine what should be done to minimize these attacks in the future. 

 

There is a letter presented to the Board from Judy Sutton documenting the actions of these dogs in regard to the death of a cat in the neighborhood.

 

Bill - Motion to draft a letter from the Board to the owners of the dog and express our concern regarding the saftey of the neighbors and pets in respect to the dogs and request a plan to manage their dogs in their future.

Bev offered to address the issue with the pet owner in person and report back to the Board at the next meeting prior to the Board sending a letter to the homeowner.

Suspicious vehicles in the hood per Martin.  Any odd vehicles should be reported to the PHX PD.  Even with no arrest, this documents that the vehicle and driver are in the area for future reference.  Incidents with trailers / trash dumpsters in front of residents.  In order to park a trash dumpster on the street, a special permit is required from the city, unless located in the residents lot / driveway.  Incident regarding RV and trailers that was being maintained or painted for maximum of 48 hours after which they can be sited.  State Fair grounds schedule, in March Job Fair at the end of the month, county fair 4/14 - 4/18th, keep and eye and an ear open for suspicious activity in the area and report any activity to the PHX PD. 

 

Reasonable enforcement of speed on 7th Ave, there is an ongoing targeted enforcement of speeders on 7th Ave.  Additional sign age for 7th Ave would have to be directed toward city street maintenance.

Cuddos to Steve Vollmers for pushing the plans through the city for the construction of the Entrada, Permit and construction bid should be approved within the next few weeks.  $35,887.00 is the amount of money raised for the construction of the Entrada to-date.

 

Parks Foundation (the parent non-profit) golf-athon on 5/1/2010.  This is a fund raising drive and a leading generator of funds.  A portion of the proceeds will be forward to the FOEP.  After the golf-athon there will be a fun raiser for the FOEP, starting at 3pm.

 

The community garden project adjacent to the Garden Center, budget has not been approved to hire the landscape architect.  There is still a June deadline, but an extension has been applied for.

 

EPSC Report - Martin Vogel / Diana Kem

Received 3 or 4 more donation since the last meeting.  Recommendation that board members should contact neighbors who have contributed in the past who have not contributed to date.  There may be recommendation to VPS that some hours should be reduced due to the shortfall in funding.  VPS cannot cut costs, but have proposed to reduce the schedule of patrols.  Cutting hours or seeking another vendor (Signal 88 Security) that use advanced technology for reporting and monitoring of security officer activity.  If we don’t get more contributions we will either have to cut hours of seek another vendor.  The new vendor is cheaper than VPS.

He has contacted Street light at Phx preservation office but he has not heard back from the City regarding the status of the streetlight restoration.  The current condition of the streetlights is not good.   He has a meeting tomorrow regarding the location of the old dollar store that is located at 15th Ave and McDowell.  Kelly and Bill will draft a response to a derogatory story in the New Times regarding 15th Ave and McDowell.  Mary Ellen proposes a push for art gallery or movie theater in the area. 

 

Home Tour Report - Ron Pick (Bev Haarman)

There are five good potential houses for the home tour so far.  There is a discussion regarding the number of houses needed for the tour.  12 to 15 houses may be to many for the tour.  Liz Calle will volunteer to help coordinate the street fair.  Steve and Kelly and Lisa have volunteered to do ’stuff’ for the Home Tour.

Pet Control Update - Bev Haarman

She discussed the situation with the neighbors and the dog in question that has attacked cats in the past has been moved to Prescott.  Three dogs remain in the home with tighter security to prevent them from escaping in the future and have paid the medical expenses for the neighbor that was attacked by their dogs.  She believes that the issues have been resolved and it isn’t likely that the dogs will get out in the future.

 

Update on City Council Budget decisions

During the budget hearing process with the city, the police and fire forces were effective in lobbying for no reduction in first responder forces.  There were restorations of funding for for libraries and senior centers.  Martin encourages any neighbors to volunteer for city parks to help maintain and keep them open.

 

New Business:

 

Rotation of Encanto / Palmcroft comps in Newsletter

discussed at length in past newsletter and was left up to the description of the editor.  Any resident is free to submit content contribution to the newsletter on subjects of historic or real estate in the neighborhood.  Realtor content about in-depth house background should be submitted by neighborhood residents. 

 

In past years the Board has made a donation to Kool Kids as well as budgeted a specific amount for the ice cream social.  Instead this year, make a donation to the auction at the FOEP for the pool party to keep the scheduled pool party active since the Encanto Pool may not be open during the summer.   Steve recommends a motion to the Board to approve a specific amount for a bid at the FOEP auction to reserve a pool for the ice cream social / pool party for 2010.

Update from Phoenix Police Community Action Officer - None

 

Informational Presentation: Ken Clark, Candidate for Legislature, to replace Ken Cheuvront- approximately 10 minutes allocated for presentation and questions.

 

Ken Clark has served in the Arizona Legislature previously during the 2003-2004 legislature term.  He ran the state energy office for 1.5 years at the request of the governor.  He is currently a real estate agent.  He led the effort to defeat laws allowing payday lenders.  He is running as an advocate for renewable energy and as a jobs creator.  He believes that the congressional and legislative districts for Maricopa County should be redrawn.  As they are currently defined the district almost exclusively belong to one party or another. He believes that this make the districts less competitive.  He believes that competition in the districts creates more dynamic government.  He lives in and supports historic neighborhoods.

 

There are currently two other vacant house seats in District 15.  Lela Austin, Katie Hobes are the other candidates running for the seats. District 15 comprises most of the central Phoenix area.

Participation was better than expected and Chris should be congratulated for being the one man show that facilitated the exceptional turnout for the event.

 

Children’s First School Picnic – Charlesa / MaryEllen

The homeless population in the Phoenix area has increased and we should expect as many as 85 children at the picnic this year.  Diana Kem and her children have assembled 84 goodie bags for the children.  The Christian school that is partnering with us to sponsor the picnic will be providing 200 fruit baskets for the children.  The park has agreed to donate ice cream for the children in the afternoon.  Mike Brekke will be in charge of the Pizza and hopefully there will also be a fire truck for the children to see.  We are still looking for a clown and a photographer to entertain the children and take pictures for the newsletter.  Steve volunteered to be the photographer.

Update from Phoenix Police Community Action Officer

Al Kenecht – Between 4/17/2010 - 5/17/2010, there were 86 dispatch reports, one of which was a burglary from vehicle and one was a theft.  For the central city precinct for the same period last year, we are down by 16.15% in burglaries.  For area 51, which encompasses Encanto – Palmcroft reported crime is down 27.6% from a year ago.  Hotspots for crime are in the 7 Street and McDowell area and Van Buren Street and Central Ave.  The current local hotspot is Willo Neighborhood where catalytic converters from high profile vehicles have been stolen, presumably for their recyclable material.  In the Evens / Churchill area there were several burglaries from vehicles in locked garages during the month of April.  There were some resident complaints about parking during Easter in the area. Most of these parking issues were in the Del Norte area.  They are coordinating with the manger of Encanto Park regarding parking and writing citations for future events.

 

On 8/24/2010 – The Encanto neighborhood will become part of the Squaw Peak Precinct as a result of a realignment of precinct coverage.   All standing information and orders will be transferred to the new CAO in the Squaw Peak Precinct.

Outreach Committee / Friends of Encanto Park Reports – Kelly Larabee-Morlan

A draft report and maintenance agreement with the City of Phoenix was e-mailed out to Board members. There will be no funds for the fence along Encanto Blvd until July 2011 due to the current economic climate.

 

The Arizona Republic is working on several articles about Encanto and its history and the pending 3PI funding for city park improvement.

 

A total of $5,500 was raised at the May Day Friends of Encanto Park fund raiser. 

 

The preliminary estimates for the cost of the fence along Encanto Blvd are $93,000.  The total cost of the fence project, to encompass the golf course and Enchanted Island is estimated at $165,000.  She is looking for input regarding whether we should regroup and focus just on the fence project and shelve the Entrada project for the time being.  The Parks Department is awaiting a signed proposal formally assigning residents to maintain the Entrada and the Triangle areas.

 

Regarding the proposed community garden to be built next to the Garden Center, the old project coordinator has been removed and a new supervisor has been assigned which ‘may’ move the project forward.

 

The project to rebuild the red bridge in Encanto Park, which was scheduled to be torn down, is moving forward and may be completed by August 2010.

The second half due mailing will be sent out in about four or five weeks.  Patrol hours have been cut from 40 to 35 hours a week by VPS due to the reduced funding available.

Children’s First School Picnic Report

The children that attended the picnic have sent thank you notes to the Board.  She wants to thank Steve for doing the photography and the newsletter article.  Diane and her daughter’s Girl Scout troop also helped out tremendously.  There were 60+ children attending the picnic.  They went slightly over budget for the event, but it appears to have been well worth it.  She contacted the principle and she indicated that the children ‘had a blast’.

Block watch grant update: Alley lights / Block Watch Signs – Martin Vogel for Ron Pick

There is good news to report, we are a long way into the 2010 block watch grant program.  Eight new dusk-to-dawn lights will be installed in the next two weeks, which will brings neighborhood up to 30 dusk to dawn lights in total.  This brings the total spent over the last three years to $30,000 for Block Watch improvements.  The cost of maintenance on the dusk to dawn lights is $3,300.  The Encanto Palmcroft Historic Preservation Assoc. authorized an additional $2,500 for additional block watch signage around the neighborhood.  The cost for installations of these new signs will be in the range of $1,000 to $3,000.  The Board is seeking residents who might be willing to install the signs in the neighborhood for a reduced rate.

 

New Business:

Maintenance Agreements for Triangle and Entrada with Phoenix Parks Department

 

There is a lengthy discussion among the Board Members regarding the prudence and legality of the proposed maintenance agreement with the city.  The option of tabling the Boards acceptance of the maintenance agreement until Kelly can obtain more information from the city is discussed.  The status of Friends of Encanto Park (FOEP) is at issue regarding the non-profit status of the organization and their interaction with the city.  Also, it was proposed to potentially reserve the right to have an e-mail vote from the Board to approve the agreement if timelines require it. There are liability and insurance issues that need to be addressed regarding the agreement before the Board is willing to vote on the agreement.

 

Cheryl - Recommends that FOEP stay on track with the Entrada project and that it is the desire of the board to continue with the Entrada Project. A resolution is made to move forward with the construction of the Entrada by Cheryl Walsh.

Outreach Committee / Friends of Encanto Park Reports – Ron / Steve

Encanto Park 75th Anniversary

 

A poster is in the works to commemorate the 75th Anniversary of Encanto Park.  There is currently a debate regarding whether or not the poster should reference the 75th Anniversary as opposed to just the Diamond Jubilee.  The city has gotten behind the celebration in a significant way but we are still uncertain what the focus of the various groups will be and how they will be coordinated.  The goal of Friends of Encanto Park (FEOP) is to focus the celebration on awareness and fund raising.  The FOEP assigned area and location for the celebration will be the Encanto Park Clubhouse. 

 

The reconstruction of the ‘Red Bridge’ and completion of the Entrada are expected to be finished before the celebration.  This is an opportunity to show the city that FOEP/EPHPA can put on a significant event.  We need to have some resident involvement to come up with venue to attract people to the clubhouse.

 

Vision Statement for Encanto Park

The Entrada / Fence has been the focus of FOEP up to now, but we need to have a future vision of what the goals of FOEP will be. 

 

EPSC Report – 2nd Half Year Dues Collection – Diana / Ron

Collections for the second half of the year were on target with what we expected.  Up to  45% participation, which is an improvement from past years. 

 

The bylaws have been updated for the Encanto Palmcroft Security Corporation (EPSC).  The EPSC is comprised of 5 people with Ron Pick as the current president.  Our previous security service, Valley Protection Services (VPS), has been terminated in favor of Signal 88.  Signal 88 utilizes GPS tracking to document the location of patrolling officers.  Signal 88 has been working on increased visibility.  They are currently using bicycles, but may be using transportation that is more visible in the neighborhood in the future.  Signal 88 is open to ideas and concepts to be as proactive as possible.  Patrols were running at 40 hours a week.  The patrols were shifted to 6 hour shifts 7 days a week.  Patrols will now be 3 hour daylight shifts and a 3 hour night time shifts that will be at a random hours.  Residents need to be aware that the look and patrol hours with the new security company have changed.

 

Architecture Committee report – Eric

There will be construction from 19th Ave to Central along Encanto.  This construction is to have a gas line upgrade to increase pressure.  This will not close down Encanto Road.

 

There is a 40 million dollar grant to study how to better utilize the Phoenix area transportation system, specifically the light rail system, for improvements within a half mile on either side of light rail lines.  Phoenix is in competition for this federal funding for transportation improvement funding.  A proposal is required to be submitted to the Federal government by August 23, 2010.

 

He will follow up on the status of the street light restoration project that was supposed to be started in January 2010 and completed by May 2010.

 

Home Tour Report – Bev & Ron

There are a lot of residents considering participation but there is not yet a solid number for homes on the home tour.  Many residents are being considered and are under consideration.

 

Newsletter Editor Report / E-P Triangles Committee Report

There is a discussion of various ways to find other editors, such as high school students, or paid editors to complete the newsletters.  – Ron will volunteer to try and find sources at local universities and schools.  Bev – recommends contacting the editor for the Willo Newsletter to see what it would cost to have her produce the Encanto Newsletter.

 

Social Committee Report – Steve

Ice cream social was a success.  Next even is the Halloween parade and party.

In October, the GAIN event is scheduled.  Mike has contacted the Phoenix Police department and the various vendors to coordinate their participation.  The event is scheduled for Saturday, 10/16/2010 at the Triangles.

 

Old Business:

Block Watch Grant Update: Alley Lights/Block Watch Signs

The final paperwork has been submitted.  They have added eight dusk to dawn alley lights and have prepaid for the electricity for the lights. ($11 per month per light).  Other grant money was also allocated for block watch signage and posting the signs. 

 

Maintenance Agreement with Parks Department

This issue is still pending and under consideration between the City of Phoenix, FOEP, and the EPHPA.

Welcome baskets were delivered to new residents Jeff Schreiner & Liliana Montoya.
There are plans for better Block Captain coordination to obtain updates on activity in the neighborhood, such as new residents, vacant houses, houses for sale, and construction and road work in their areas. An automated Block Captain questionnaire will be developed to receive updates from the Block Captains on a monthly basis and hopefully present this information to the Board as well as possibly publish the results in the newsletter.
She will be hosting a get together in early March for the Block Captains.
There is a need for back up Block Captains for distribution of newsletters when the regular Block Captains are not available. .
There should be some sort of acknowledgement or recognition of outgoing Block Captain Coordinator Peter Sharp in February Newsletter.

Encanto Palmcroft Security Corporation (EPSC) Report – Martin Vogel/Diana Kem
Over all crime is down since Valley Protective Services (VPS) has been patrolling in the neighborhood
Calendar year 2009 was our lowest participating year for donations. Neighborhood donations for VPS funding have fallen form 50% to 40%. There were a total of 116 contributions for funding of VPS as of 1/18/10.
If more money is not received from residents the VPS patrol hours will have to be cut back from 40 hours a week to 35 hours a week. The projected cuts for the Phoenix Police department staffing are 15%, which makes the need to continue funding of VPS all the more important.
The chairperson for the EPSC remains vacant and we still need someone to step up and head this committee.
The Block Captains could be used to solicit payments for the EPSC when the newsletters are distributed.
Names of those who have paid should be placed in the Newsletter in order to encourage other neighbors to contribute if they are able.

The street lighting restoration project has been moved back 94 days. The restoration of the Encanto-Palmcroft street lights was supposed to start on 1/1/10. The old street lights may not be available for relocation to different areas in Encanto to replace non-historic lights
There have been inquiries for more efficient lighting for the streetlights in historic neighborhoods. The official position of the city is that they are experimenting with alternate and more efficient lighting system, but no decision has been made to upgrade the lighting in Encanto.

Home Tour Report - Ron Pick
The home tour is over a year away. The biggest hurdle in the past has been getting the homes for the tour lined up in advance. Fifteen homes reserved for the tour would be ideal, in case some drop out in the interim.

Newsletter Editor Report – Bruce Johnson

The goal for the coming editions of the newsletter is to have multiple editions in pipeline in order to have the process more streamlined, so there is not a bottleneck at the beginning of each month to get the newsletter published.
New Printer being looked into due to some of the problems experienced with Alpha-Graphics in the past.

Children’s First Academy of Tempe Picnic-Charlesa Feinstein
April 25, 2010 is the date for the picnic. The projected number of children will be up due to an increase in the homeless population. These are kindergarten through 2nd grade students at the school. There are currently 105 children enrolled at the Children’s First Academy. She has coordinated with the park and reserved the date. There is the possibility of coordination with a local Christian School who wants to do community service for the homeless, which she will be looking into.

She proposes that we budget for 105 children and have the Christian School co-sponsor the event with us if possible.

Outreach Committee:
There is a meeting scheduled for January 28, 2010 1/28/10 to discuss and schedule the Fence around Encanto Park and the Encanto Park Entrada. The Board has sent a letter to the city approving the construction of the Fence and the Entrada. We will hopefully have a commitment for a start date for the fence replacement at this meeting.
We have reached out to the Encanto Vista Neighborhood to partner with us for the Encanto Park improvements. All neighbors that are in line of sight of the Entrada project have been contacted and have signed a petition in favor of the project.

A community garden is still scheduled for creation next to the garden center with grant money that was awarded to the city. The garden was supposed to be started by the 1st of the year, but has been delayed.

The work is ongoing, but more help is needed to complete the process. The locations for new dusk-to-dawn lights in the alleyways still need to be finalized. Signs that state the neighborhood is patrolled by Block Watch personnel still need to be installed. The block watch grant funding includes the electricity cost for the existing and new lights through the next several years. The $10,000 grant needs to be spent within the specific time frame or the funding will be lost.

E/P Position paper on crime – Dan Neuman
This is a position paper for use by the Courts that outlines the Encanto-Palmcroft views and desires regarding crimes committed in our neighborhood. There is a draft letter submitted by Ron Pick to the Board for consideration and approval. He recommends placing the draft letter in February newsletter for consideration by all residents before being voted on by the entire board.

2010 GAIN Event – Chairperson needed
The Getting Arizona Involved in Neighborhoods (GAIN) breakfast has been held in Willo for the past several years. The event will be held in Encanto in October 2010. A chairperson needs to be found for this event. Mike March and Steve Vollmer volunteered to chair this committee.

Phoenix Police Community Action Officer - Al Knecht 602-534-0718 (al.knecht@phoenix.gov). In the past month there were 25 radio dispatch calls in the area, of which seven were property crimes. There were no serious crimes reported during the month of October. The majority of incidents were burglars and burglars from vehicles. The Willo Neighborhood continues to see an increase in property crime.

The Fund Raiser held in October and raised $33,000. This is almost enough money to start the construction of the Encanto Entrada. There may be a roadblock due to the city budget situation. There is a new deputy director for the Parks Department who has reservations about the Entrada project but not the proposed new fence along Encanto Blvd. There is a meeting with the city scheduled for Friday, November 20, 2009, to discuss the proposed Entrada construction and try and move it forward. The $100,000 grant for the community garden between The Rose Garden at Holly and 15th Avenue and the Valley Garden Center has not been distributed yet. The grant expires at the end of the year, so she expects the garden to be operational by year’s end.

Newsletter Editor Report - Bruce
Added a new index section in the Newsletter to reference past Newsletter Articles and promote the use of the Website where the electronic copies of the Newsletter are stored.
Will be trying to feature a different historic home on each cover of the Newsletter with background on the structure on the inside cover.
New features planned for the future will be neighbor submitted Restaurant reviews, an advertiser’s index and a resurrection of the “Cook’s Corner” recipe section. The count for the newsletters have been increased to 350 this month to allow for inclusion of Newsletters in Welcome baskets and to have extra copies at the Board Meeting.

Encanto/Palmcroft Triangle Committee Report – Bruce
The triangles show marked improvement. The sprinkler systems have been rebuilt and their times have been adjusted for the winter rye grass that was planted last month. New flowers have been placed in the flower beds and in the fountain cauldrons. The trees on both triangles have been thinned. We have developed a working relationship with the park manager that is in charge of the area for modification of watering times and coordination of cutting and maintenance.

School (Pappas) Picnic Report – Charlesa
She recently spoke to the Children’s First Academy Picnic to determine the best dates for the 2010 picnic. The available dates were 4/11/10 or 4/25/10. The 25th of April is the chosen date for the Picnic.

The possibility of replacing the three ‘cobra’ street lights in the neighborhood with some of the Historic street lights that are set to be removed for the streetlight restoration project is ongoing. To date, the city has not responded.

Block Watch Grant - Alley Lights / Sign Project – update - Ron
A letter and consent form has been drafted. About 20 consent forms have been received back from neighbors. It is desirable to have the security lighting and the signage done all at the same time. Questions regarding the process can be submitted to Ron Pick. The grant money needs to be spent within a year of the award.

During November there is a transient roundup scheduled for the area.  Please advise the police of any vagrant problems in the area.  During the last 30 days there were 49 calls to the police.  There was only one property crime for criminal damage.  The same precautions are being used for the state fair as in past years.  Last year during the fair the police towed or cited approximately 500 vehicles in and around the State Fair Grounds.

EPSC Safety Report - Martin

Last seven months show a downward trend in crime, even more than the neighboring historic neighborhoods.  Valley Protective Services (VPS) detained two graffiti taggers that were arrested by Phoenix Police.  The Willo Neighborhood continues to suffer from burglaries.  The security corporation is still running short on payments to cover VPS funding.  He is requesting an additional $4,000 a month from the Board to cover VPS funding through February of 2010.

We are still ‘tweeking’ the number of newsletters to be printed in order to not run short for distribution to the neighborhood.  The new number will be set at 325 copies.

Block Watch Grant Update

First quarterly report was filed on October 16, 2009.  No money has been spent to date.  They are still determining where additional security lights should be placed.  There are three potential placements for the lights.  An additional five locations need to be found for the remaining lights.

Update from Phoenix Police Community Action Officer

Officer Manny Valenzuela: Al Knecht is recovering from surgery. Officer Knecht is back at his desk and available by phone. There was a trespasser round up last week which resulted in ten arrests of transients in the area. Of these ten arrests there were two arrests in the 51 area (Encanto/Palmcroft).

 

On September 24, 2009 there is a public briefing at 5:30PM to discuss the changes in boundaries of the       precincts for Central Phoenix at 200 W. Washington in the city hall meeting room.

The Halloween party is set for October 25, 2009. The possibility a separate insert into October Newsletter as an invitation to the Halloween Party to promote attendance at the event was discussed.

Diana – The e-mailing of the newsletter to advertisers has proven to be problematic due to the newsletter’s size. She recommends that an electronic version be created for posting the newsletter on a secure section of the Encanto website that can be read by advertisers only.

Several of us met at the Triangles on September 15, 2009, to discuss the future of this park area. Since that meeting, there have been numerous e-mails and meetings regarding the rejuvenation of the park land. The plumbing on both Triangles was either unusable or had been vandalized. To date, the City Parks Department is in the process of refurbishing the plumbing and have scalped the grass on both Triangles.  As soon as the water system has been restored, winter rye grass will be planted on both Triangles.

 

The committee requested authorization of up to $2,500 for maintenance of the Triangles. Of this, $500 was authorized for the thinning and trimming of the trees. The trees have been thinned on the Triangles with additional monies donated by Susan and Ennis Dale.

EPSC Safety Report – Martin Vogel

There was an incident of a man that allegedly impersonated a VPS officer to a resident. VPS officers are always uniformed. There has been an increase in burglaries and car thefts in Willo neighborhood which are mostly attributed to transients. We have not seen an increase in the Encanto area. There is still a shortfall in funding for VPS for the last half of this year.

 

Newsletter Editor Report – Bruce Johnson

The newsletter continues to undergo some changes and new features will be added by the end of the year. We will be working on moving the distribution date for the newsletter to the first week of each month.  Submissions to the newsletter need to be sent to the editor by the 25th of each month.

 

Block Captain Coordinator Report – Peter Sharp

Sue Johnson is the new Block Captain for Block #14. There is still a lack of back up Block Captains for the neighborhood, which continues to be an issue when distributing the newsletter. There should be a pool of    reserve Block Captains in case it becomes vacant or a Block Captain is unable to distribute the newsletter.  A request will be put in the next newsletter for recruitment of the reserve pool.

 

Speaker Committee Report – Cheryl Walsh

There was a meeting with Cheryl, Jay, Ron and Jeff concerning the length of time that speakers have taken during the meetings. The consensus is that the presentations should not be mandated for every Board meeting and should be scheduled only as warranted.

Street Light Projects – recap / discussion

In the past, there have been no Historic street lights around Encanto Park. What will be done with the Historic lights that will be removed by the city’s restoration of the Encanto street lights?  Can they be used around    Encanto Park to replace the cobra lights and have the cobra lights placed in the alleyways for additional security lighting? Ron recommends that the Board determine if the city is willing to place the street lights that will be replaced around Encanto Park and then obtain petitions from the residents requesting that the lights be updated.  Ron will draft a letter to the city.

Block Watch Grant – Alley Light / Sign Project - Discussion

There has been $10,000 awarded through the Block Watch Grant.  An Ad-Hoc committee needs to be formed to determine how the money should be spent, regarding alley-way lighting and security signs.  Placement of alley lights needs to be determined and approved by the affected residents. There is a quarterly reporting     requirement and a deadline for expenditure of the grand, so the project needs to be moved forward or loss of the funding could result.

Community Action Officer / Police Report

Al Kneckt: (al.kneckt@phoenix.gov) Community Action Officer. There were a couple of burglaries and thefts in the area in the past month. It has come to the attention of the Department that there are several houses under renovation that are being left totally open and unlocked. It is important for residents to keep their homes and vehicles locked at all times. Vacant houses are nests for transients. There was an increase in burglaries in the Willo neighborhood last month. Investigating officers found stolen Willo property within a vacant home that the burglars were using as a safe house.

Mark Schweikert: (mark.schweikerft@phoenix.gov) Neighborhood Patrol Officer. He is soliciting the neighborhoods help in combating those chronic offenders that target your area. These include the mentally ill on the streets, everyday chronic offenders and career criminals – substance abuser. They plan to address those type of citizens with a three prong approach to combat the problem.

1) They encourage all residents to report any suspicious activity to the police.

2) The Department is working with the city prosecutor’s office to target chronic offenders that are arrested frequently. In July, there were nine of these individuals identified.

3) They are working with South Mountain Precinct to determine which offenders are chronically mentally ill.

During the first week of July crime diminished 17% in the neighborhoods that they have targeted. They are looking to be successful and seeking input from the community to make the program better. They encourage the Encanto-Palmcroft neighborhood to create a Community Impact Statement similar to the one that the Roosevelt neighborhood has submitted to them.

Barbara Stocklin (Phoenix Historic Preservation Project)– Street Light Restoration

Project Overview: This project came about in 2004 when the city of Phoenix adopted a Street Light Policy. There are about 120 historic street lights and most are in the Encanto Palmcroft neighborhood. The Phoenix Historic Preservation Office applied to ADOT for a grant and was awarded the grant on the second application submitted. The objective is to restore the street lights to their original condition. Some are the original metal street lights and some are later concrete type. Almost all of the street lights in Encanto-Palmcroft are no longer in their original condition. Most need extensive maintenance and none have the original luminares (globes) on top

Bob Graham – Historical Architect.

The project is to restore the light fixtures to their original condition. The first task was to determine what the original light fixtures were. They will be repairing the poles that are salvageable; if possible, otherwise they will be replaced with accurate replicas. All of the globes have been replaced over the years and are no longer original. The concrete poles are no longer available and a local concrete contractor is being hired to take an original cast from an existing pole to recreate the concrete poles that need to be replaced. Metal poles are currently painted silver, which may be the original silver primer supplied by the manufacturer upon delivery. Whether or not the metal poles should be painted will be left up to the neighborhood.

The brand new globes will make the street lights much brighter than they currently are. Start date for the project will be in January 2010, with a time frame of no more than 6 months for completion. Residents will be receiving door flyers advising them when street light restoration will be starting on their street.

Speed trailers that show the speed of passing vehicles are available to anyone that wants one as long as there is a location to place the trailer. The trailers are placed for a one week period of time. The trailers lose their effectiveness after a while so they like to move them around.

There have been two presentations to the city council regarding the reverse lanes on Seventh Avenue and Seventh Street and no decisions have been made. A taskforce will be assembled in late 2009 and will report back to the city council with various studies and options. Seventh Avenue and Seventh Street are arterial arteries in the cities transportation network. The reverse lanes were installed on Seventh Ave in 1979 and Seventh Street in 1982. These two streets connect the central core to North East Phoenix, and they predate I-17 and SR-51. Several studies have been completed which project the possible traffic flow on these streets using various methods which include signage, removal of reverse lanes. The cost of the various proposals did not warrant the minimal effect on traffic speeds and times. His department’s recommendation is to leave the reverse lanes on Seventh Avenue and Seventh Street as they are for the time being.

The red wooden bridge in Encanto Park will be demolished in Encanto Park. Enchanted Island is having a new roof installed on the train station. There is a new liquor license application for the Encanto Nine golf course.

There is fund raiser planned for the fall and they are seeking 3 bids for the Encanto Entrada Project. There is a bid submitted for the fence that runs along Encanto Blvd in the amount of $60,000. Contractors appear to be eager to bid on the Entrada project with the guaranteed funding from the PPPI.

Architecture: (Position Vacant)

Michael March: The vacant property at 15th Ave and McDowell, was auctioned off for $500,000 recently to a former Encanto resident, Michael Sklar. His intentions for the property are not known at this time.

Newsletter – Bruce Johnson

Plans are in the works to conduct interviews of Board members and neighbors for publication in upcoming newsletters.

In an effort to build more content, a longer gestation period for each issue is planned so that more than one issue of the newsletter is in the works at a time.

A shift in the production schedule and distribution of the newsletter is also being looked into, so that submissions for upcoming newsletters need to be submitted by the 20th of each month and the newsletters sent to the publisher by the 1st of each month. This will allow the newsletter to be distributed to residents well in advance of the next Board meeting.

An effort will be made to include more historical content in the newsletter as relates to Encanto and Phoenix.

A revised contact listings along with relevant phone numbers and web addresses will be incorporated into the newsletter.

An e-mail list needs to be created and maintained for those individuals and organizations outside of Enanto/Palmcroft that should receive electronic copies of the newsletter via e-mail.

The Encanto Swimming Pool Party is set for the 26th of July, which is the last day the Encanto Pool will be open.

They are working on the e-mail distribution list for the Newsletter to be e-mailed to non-residents of the neighborhood.

Bruce Johnson: Questioned if there was an existing web presence for Encanto/Palmcroft in the form of a Twitter Account. Residents could follow this account for updates and news regarding events and announcements in the neighborhood, without having to wait for e-mail or the newsletter. Michael will look into resurrecting the Twitter account for the neighborhood that was created last year.

Diana Kem is still working on the second semester billing for the security corporation. The month has been fairly quiet regarding activity in the neighborhood. There was a theft of a 52” flat screen television in the neighborhood. Crime statistics have been somewhat lower than a year ago by approx 18%. A $10,000 grant from the Block Watch Grant Foundation has been received. Most of the money will be spent on signage and additional lighting. The residents on 7th Ave have voiced their concerns regarding the increased speed on 7th Ave since the additional signage has been removed. There was a city council discussion on this issue last week. The bottom line from the traffic department was that it was too expensive to due away with reversible lanes and recommends not changing the traffic flow. The matter will be discussed further by the city counsel in the fall. He recommends that the the city traffic department be invited to address the Board about the reversible lane issue.

Old Business

Mary-Ellen has developed a form to give to prospective charitable organizations to determine whether or not they should be considered for charitable contributions from the EPHPA. The form will be published to the Encanto/Palmcroft website within the next month.

New Business

Motion to place the July 2009 EPHPA Meeting and Newsletter on hiatus due to limited Board member availability and article content.

No ongoing issues from last month. There have been reported thefts from front yards in the Willo Neighborhood. The downtown homeless shelter was scheduled to lose funding for 600 beds. They have received additional funding to starve off these closings for the time being. The County Fair is ongoing and they are coordinating with other law enforcement agencies to deal with the crowds and traffic problems. During one of the agency sweeps of the neighborhoods in the immediate vicinity of the Fair Ground guns and drugs were found in a vacant home but no arrests were made. Diana provided a comparison spreadsheet of the past 5 home tours.

Martin – Questioned why attendance was down 10% but revenues were down 30%. This was probably attributable to the discount ticket internet sales and increased neighborhood sales of reduced price ticket, as well as general costs have also gone up.

Kelly – Recommended thanking the vendors by putting links to their businesses on our website to improve relations and goodwill.

New Business:

ACOR claim recovery issue for historic homes / Steven Ortquist: 602-763-2076

Steven has a pending bankruptcy claim against a licensed contractor that is being denied due to his property being listed as a Class 6 historic property.

A hearing scheduled on 5/6/09 at 9am 1400 West Washington, Suite 101 to appeal the ruling. He requested that residents submit letters of protest to him to present to the Law Judge and / or show up at the hearing.

Martin-suggests that the Architecture Committee should take up this issue to help advocate for the historic districts so they are not unnecessarily penalized by this law.

Michael- He will E-mail out Steven’s packet of information to the neighborhood and he will be discussing this with the other local historic neighborhood associations.

Committee Reports:

Outreach Committee-Kelly Larabee Morlan

The Easter cleanup of Encanto Park by EPHPA volunteers was a success. Several neighbors volunteered to help clean up the park after Easter Sunday festivities. The park staff was pleased with our efforts.

Martin- Suggested that possible consideration to waive the parking restrictions in the neighborhood for certain days of the year to relieve the parking problems associated with large holiday functions in the park. In trade off, the Board could request that Phoenix PD patrol more diligently on the days they are not allowed to park.

Michael- He is concerned that no one knew who we were when cleaning up the park. Could shirts be made for these kinds of events so when we do volunteer for the park it would be evident that Encanto residents were helping to maintain the park.

Charlesa – She doubts that waiving the parking restrictions around the park could be held to one or two days a year. The 4th of July and Halloween are also heavy use days in the park.

Architecture Committee- No Report

Newsletter-Bruce Johnson

Peter Sharp has indicated that there are usually 10 to 20 newsletters that go undistributed. Should the number of newsletters published be reduced to save money? The future count of newsletters will be cut back to 320.

Since the Newsletter is provided to the printers in an Adobe Acrobat PDF file and this is also how it is stored on the Encanto Website, should there be a list of outside recipients that should also receive the newsletter via e-mail, such as elected officials, police, other Historic Neighborhood Associations, vendors, potential advertisers, etc. Michael and Jay Murphy will look into compiling a list of e-mail addresses for possible newsletter e-mail distribution.

Although it is referenced in the meeting minutes, there are not details regarding the Treasurers report sent to residents. Should a breakdown of the treasurer’s report be included in the newsletter? Kelly, Mike, Susan don’t think this is a good idea. It may raise more questions and issues than it answers. If residents wish to see the Treasurers’ report, they should be encouraged to attend the monthly meetings.

Social Committee-Mike Brekke

The ice cream social event scheduled for 5/3/09 will have to be postponed until further notice. He will be unavailable during that weekend to host the event.

Encanto Security Corporation-Martin Vogel / Diana Kem

Diana-Additional Contributions for increased VPS patrols in the neighborhood. Money raised so far is from 112 responses which will pay through the end of September for Valley Protective Service (VPS). Should we publish a list of contributors by block to thank those that have paid so far and remind others to pay?

Martin-There were two arrests reported since the last meeting. A dumpster diver was found sleeping in the park and was arrested for an outstanding warrant. Another person was found looking into cars and urinated on someone’s lawn and law enforcement was called. He was arrested and determined to be a registered sex offender. There was police activity in the neighborhood last weekend when helicopter and police cars were tracking a vehicle for a hit and run that occurred on McDowell. This driver was eventually pulled over in the Encanto area.

He believes that there is a benefit from having VPS patrol the neighborhood and overall crime has gone down with them on patrol. We will not know about the matching Federal grant until June of this year regarding the application for Federal block watch monies.

Peter-He has seen several individuals going through the recycle bins on Thursday morning when they are placed out for pickup.

Children First Academy Picnic-Charlesa Feinsein

The Picnic is Sunday (4/26/09). They still need volunteers to help staff the picnic. They are expecting 60 to 70 children for the picnic. We need two adults for every 4 to 6 children. Staff needs to be in place by 10am. The children will arrive between 10:15am and 10:30am by bus and will be leaving by 2:15pm

Old Business:

Discussion of an Historic Artifacts Preservation Committee

A committee to help collect and find a place to store historical items from the neighborhood, Michael will write an article in the next newsletter.

Kelly – Recommended the name “Memories Project” and the possibility of obtaining storage space for the project in the basement of the Norton house and be in cooperation with the city or Encanto Park. Michael and Bruce will work on a newsletter article for this project.

Discussion of Palm Tree Maintenance and Preservation

Ron-The city is no longer trimming city owned palm trees as a result of budget cuts. There is a concern that neighbors may either have their trees destroyed or selling the trees. He wants a discussion regarding the possibility of starting another committee to advocate for the trees in the form of finding bulk rates for the tree trimming and to possibly have funds from the treasury to help with the trimming of the trees.

Michael-He recommends getting several vendors to provide the same rate, so there is no favoritism, then put out a flyer to neighbors advocating that residents trim their trees and provide the reduced rates on the flyer.
