<p class="MsoNormal">They are waiting for the finalization of the master plan for community park improvement from the city.<span> </span>Encanto Park is second in line for initial funding behind Margaret  T. Hance Park in central Phoenix.</p>

<p class="MsoNormal">Local resident and landscape architect Steve Vollmer will be presenting his initial design for the Encanto  Park Garden this month.</p>

<p class="MsoNormal">The January Home Tour meeting went well, 11 homes are lined up for the Home Tour, with 4 more pending.<span> </span>They are aiming for 12 house on the tour.<span> </span>The date of the home tour is set for March 27, 2011.<span> </span>If anyone in interested in volunteering for the Home Tour, please send and e-mail to <a href="mailto:homtour@encantopalmcroft.org">hometour@encantopalmcroft.org</a>.<span> </span></p>

<p class="MsoNormal"><strong>Blockwatch Grant Update – Michael March</strong></p>
<p class="MsoNormal">The city did not post the proper form for the submission of the 2011 Block Watch Grant funding.<span> </span>As soon as the proper form is available the EPHPA will submit a grand request for 2011 funding.<span> </span>The 2011 grant will only be to cover the power for the existing block watch lights that have been installed.<span> </span>The grant request is due by February 3, 2011 and the grant will be completed by that time.</p>

<p class="MsoNormal">The newsletter editor position has been filled.<span> </span>Bruce Johnson will assume responsibility for the production of the EPHPA Newsletter.</p>

<p class="MsoNormal"><strong>City of </strong><strong>Phoenix</strong><strong> </strong><strong>Dog</strong><strong> </strong><strong>Park</strong><strong> Committee – Martin Vogel</strong></p>
<p class="MsoNormal">At the last city meeting there were not enough members for a quorum.<span> </span>Encanto  Park is not currently being considered as the primary location for a new downtown dog park.<span> </span>However, this may be re-addressed at future meetings.</p>

<p class="MsoNormal">The Encanto Citizens Organization should be queried regarding the organizations stance the on the dog park issue.<span> </span>Many residents see Encanto-Citizens and the EPHPA as one in the same organization and we should make sure that we are not working at cross purposes</p>

<p class="MsoNormal">Some residents are concerned about the ongoing variance hearings on a resident’s carport in neighborhood which is holding up the pending sale of the property.<span> </span>Michael March indicated that the EPHPA supports the discussion but cannot take a stand on the issue.</p>
<p class="MsoNormal">
<p class="MsoNormal">The issue is raised regarding whether or not the EPHPA should take a stronger stance on the issue of neighbors or other neighborhood groups that exert an undo influence in blocking modifications to houses and neighborhood development in general?</p>
<p class="MsoNormal">
<p class="MsoNormal">The issue is raised regarding whether the EPHPA should be more proactive and take stronger stances concerning violations of neighborhood zoning laws that we know are occurring?</p>
<p class="MsoNormal">
<p class="MsoNormal">Michael March reiterates that in the past, the EPHPA has not taken stands on individual issues in the neighborhood and tried instead to focus on overall neighborhood issues that affect everyone.</p>

<p class="MsoNormal">There are three points that Jay Murphy pointed regarding the Board Member elections held in November 2010. <span> </span>The Board did not follow the bi-law per Jay’s e-mail. Members of the neighborhood are eligible to vote on the budget and are allowed to present motions to the Board.<span> </span>This was not followed to the letter at the November meeting.</p>

<p class="MsoNormal"><strong>Call For Neighborhood Concerns / Agenda Items</strong></p>

<p class="MsoNormal"><strong>Update from Phoenix Police Department Community Action Officer</strong></p>
<p class="MsoNormal"><strong><span>Officer Julie Smith</span></strong><span> (</span><a href="mailto:julie.smith@phoenix.gov"><span>julie.smith@phoenix.gov</span></a><span>) 602 361-4501 / 602 312-7638</span></p>
<p class="MsoNormal">Things look good in the neighborhood.<span> </span>She has received good neighborhood response regarding activity in the area.<span> </span>There was one burglary reported at 13<sup>th</sup> Ave and Holly.<span> </span>On December 20, 2010, Salt River Project (SRP) reported that there was a neighbor whose gas line had been compromised and was leaking.<span> </span>When an officer made contact with the homeowner, one of the officers observed an artillery round at the location.<span> </span>The round was taken, but proved to be display only and non-functional.</p>
<p class="MsoNormal">
<p class="MsoNormal"><strong>Encanto Palmcroft Security Corporation (EPSC) Update</strong></p>
<p class="MsoNormal">Scott is here representing Signal 88, who EPSC has hired to patrol the neighborhood.<span> </span>There were two instances where home alarms went off which turned out to be false alarms.<span> </span>There have been no reports of littering or dumpster divers.<span> </span>Overall, activity in the neighborhood has been pretty quiet.<span> </span>There is a newspaper driver in a white Nissan pickup that drives through the neighborhood in an erratic behavior.<span> </span>The alley lights that have been ordered are difficult to be replaced.<span> </span>Bill Morlan may be the person who should know how to replace these bulbs.</p>
<p class="MsoNormal">
<p class="MsoNormal">There has been a theft of the copper piping from the triangles for the second time in two years.<span> </span>If any neighbors see suspicious behavior report it to crime stop and also report any license plate numbers of suspicious vehicles in the area.<span> </span>License plates can be reported to the police and they will run the plates, but they cannot report back to the callers regarding the specifics of the plate. <span> </span>However this information in placed in their database for future reference</p>

<p class="MsoNormal">Meeting will be amended per recommendations from Jay Murphy and will be reposted and approved once they have been reviewed by the Board.</p>

<p class="MsoNormal">The Board went over budget for the Halloween Party and Friends of Encanto Park fund raising event at the Encanto  Park 75<sup>th</sup> Anniversary event, which will need approval.</p>

<p class="MsoNormal">Pending requests for new resident information will be sent out in the next few weeks.</p>
<p class="MsoNormal">Updates about various residents that are ‘dead’ (no longer living in the neighborhood), should be handled by realtors of the board.<span> </span>The Block Captain coordinator may not be able to verify the change in residence in the neighborhood.</p>
<p class="MsoNormal">
<p class="MsoNormal"><strong>Outreach – Kelly Larabee-Morlan</strong></p>
<p class="MsoNormal">There was a very successful diamond jubilee event and kudos to Ron Pick for coordinating the party.<span> </span>In other news, the Arizona Tree Counsel will adopt the section of Encanto  Park between the Valley  Garden Center and the corner of McDowell and 15<sup>th</sup> Ave.<span> </span>They will be changing the area into an arboretum and tree preservation sanctuary.<span> </span>Due to this adoption by the Counsel, that lane can no longer be sold or developed.</p>
<p class="MsoNormal">
<p class="MsoNormal">The Garden of Dreams is no longer slated for the track of land next to the Valley  Garden Center and that parcel has now been adopted through the Adopt-A-Park program by a group of neighbors who are committed to upgrading and pruning the trees.<span> </span></p>
<p class="MsoNormal">

<p class="MsoNormal">To date, no social calendar has been created for 2011.<span> </span>The next event is January 8, 2011, which is the pole un-wrapping event.<span> </span>The social calendar needs will be created by e-mail and be voted on as an agenda item at the next meeting.<span> </span>We need a new chairperson to chair the committee.</p>

<p class="MsoNormal">The triangle plumbing has been refurbished and replaced since the recent vandalism.<span> </span>Grass still needs to be over seeded once the trees have shed all their leaves.</p>

<p class="MsoNormal"><strong>Annual</strong><strong> </strong><strong>School</strong><strong> Picnic – Charlesa Feinstein</strong></p>
<p class="MsoNormal">The Children’s First  Academy School has been purchased by another party and half of the staff has been let go.<span> </span>Should we continue to sponsor a picnic for the Children’s First Academy or follow the staff from the original school and coordinate with them regarding another school picnic?<span> </span>Charlesa will follow up with the original school to see if they want to continue to work with the Board.</p>

<p class="MsoNormal"><strong>2011 Home Tour – Ron Pick</strong></p>
<p class="MsoNormal">The Home Tour is scheduled for March 27, 2011.<span> </span>There will be a meeting on January  9, 2011 at 4pm (Sun) at Ron Pick’s house, if anyone is interested in helping out.<span> </span>There are still committee slots on the Home Tour Committee that need to be filled.</p>

<p class="MsoNormal">The Board has applied for a block watch grand three times pervious, this is the 3<sup>rd</sup> grant approved.<span> </span>Previous grants have been used to fund motion lights, alley lights and Block Watch signage.<span> </span>Money is available from the remaining grant funds to power the alley lights for nine months to a year.<span> </span>For the next year, it is recommended that we apply for another grant just to pay for the power for the lights.<span> </span>We needed to find someone to spearhead the Block Watch Grant effort if we choose to apply for it.<span> </span>Mike Resse is willing to forward this effort.</p>

<div><span style="Arial;"><strong>During a 3 hour meeting on January 6, the Committee reviewed 17 sites, with new information on acquisition and operating costs.</strong>  </span></div>

<div><span style="Arial;"><strong>Much of the discussion concentrated on the site at 1st Street and McKinley, between Matt&#8217;s Big Breakfast and the Pasta Bar restaurants.</strong> This site is surrounded by 2000 higher density living units, which do not have back-yards.  It would also promote pedestrian activity downtown and benefit adjacent small businesses. Currently, it is used as a parking lot for ASU on a 25 year lease.  It is owned by the City&#8217;s Community and Economic Development Department, and was purchased through a Bond Issue.  Repayment of the bond proceeds is estimated at $1.7Million, which handicaps the site.  Sean Sweat presented a decision matrix that compared key sites on a dozen criteria that favored this downtown site.  <strong>A motion to concentrate on this site was defeated by a narrow margin.</strong></span></div>

<div><span style="Arial;"><strong>The Committee adopted a subsequent motion to initially focus on 4 sites (sites L, M, N, and O on the City list):</strong>  Site L is The 1st and McKinley site;  site M is in Hance Park between the Burton Barr Library and the Center for the Arts; site N is in Hance Park East of 3rd Avenue and South of Culver, near the Japanese Garden; site O is at 5th Avenue and Fillmore, a site acquired by the Community and Economic Development Department with bond monies for residential development-bond repayment cost estimated at $.7Million).</span></div>

<div><span style="Arial;"><strong>The Committee&#8217;s mandate is to recommend sites that have no cost to the public, and recommend sustainable operating costs</strong>.  </span></div>
<div> </div>
<div><span style="Arial;"><strong>The next meeting will be on January 13 or 18</strong> (see the encantopalmcroft.org dog park blog for updates).</span></div>

<div><span style="Arial;"><strong>My perspective as a Committee Member with 4 years of experience on the Phoenix Parks Foundation Board, having worked closely with the Parks Department/Parks Board during Bond Planning and City Budget discussions, is the following:</strong></span></div>
<div><span style="Arial;">*  It is difficult for the Parks Board and City Council to justify new Capital Expenditures when existing facilities like Libraries, Parks, Police and Fire Stations have seen major cuts in hours of operation and staff;</span></div>
<div><span style="Arial;">*  Bond covenants and related contractual agreements (for sites L and O) are difficult to amend and these negotiations create major delays;</span></div>
<div><span style="Arial;">*  Existing Parks have infrastructure to accomodate new uses (bathrooms, accessibility for the handicapped) and allow rapid creation of a dog park.  The best parks have a variety of offerings, which creates high usage.  And high current use is the best predictor of future use for a new facility.  Encanto Park, as a large regional park with many users in District 7 and beyond, is likely to come up again as a possible future location.</span></div>
<div><span style="Arial;">*  Each location will have opponents:  The Committee will have to recommend sites that have the greatest good for the largest number of residents in the overall Downtown area.</span></div>
